There are lots of colleges that are located within a few yards of the ocean! But if the ocean is the Gulf of Maine (like next to the University of Southern Maine) you won't be spending any time on the beach!
Salve Regina College and Roger Williams College in Rhode Island are both located directly on the shore. So is Connecticut College in Connecticut and the US Coast Guard Academy, and how about the Naval Academy in Annapolis? There are many hundreds of other colleges along the East coast...

University of Southern Maine in Portland and Bowdoin College a half hour up the coast from Portland. Unfortunately, neither princetonreview.com's college search tool nor usnews.com's let you pick "close to the ocean." You could try Google Maps (http://maps.google.com/), or Google Earth even (which requires a download). Search for "Maine" for example and then click on "search nearby" and type in "college" (and then repeat the search with "university" instead of "college"). Then do the same thing for other states on the coast in which you are interested. That way you'll be able to see on the map which schools might be close to the shore. (I know you asked about the East Coast, but UC Santa Barbara is right on the beach!)

Just to give you an idea, Boston alone has 84 universities, from Harvard, Boston College. NYC has some 62 universities. These are all close to the ocean.

Memorial University in St Johns Newfoundland is about 10 kilometers away from the most easterly point in North America
The Ocean is about 10 minutes drive away

New York City colleges...CUNY system, Columbia, NYU, Fordham, Marymount, etc. You would have to take the Subway to the beach or drive.
NJ...Rutgers, Seton Hall. (The Jersey shore.)
Phillie...UofPenn, Temple. (The Jersey shore.)
You aren't going to have a beachfront college. Plus, it's too cold in the winter, unless you go to a Florida college.
