That's true for the so-called "Bantus" and "Coloreds" during Apartheid-era South Africa.

It depends on what government and time period. If you are thinking the period after the White man came and took over and the apartheid period then yes.
If before then then no. Since the beginning of time the Native Blacks developed and had their own government.
And now it is back in the control of Black South Africans.
