This sounds like a homework question and I'm sure your teacher will not like my answer. The US thinks it should be the only power in the world to have nuclear weapons. That way Bush can rule the world.

They haven't done anything because the US gave nukes to Pakistan, Israel and India.
You should have learned with the Native American Indians that the US government won't keep treaties. Especially with cowboy George at the helm.

They've had NO effect. Any country that has wanted a nuclear weapons program has done so. Which is why a tougher stance is needed.
