You have hit a very complicated issue. Let me answer it as simply as I can.
Things don't work that way.
People can not just one day change their government. On top of which they may like their government. We have our beliefs of what is the right thing to do and the right way to be. They have their beliefs.
China has been around for over 3,000 years and for a large part of it they were the dominant country in the area, the most advanced and best equiped. They developed their culture completely differently than we developed our culture.
And for us to say they are wrong is easy. And for them to say we are wrong is easy. But that is the only easy thing about it. Who is right and who is wrong doesn't even ask the right question.
Does the government meet the needs of the people?
Does the government meet the expectations of the people?
Does the government protect the people from invasion by hostile countries?
Does the government protect the rights of the people?
These are some of the questions to determine if a government is a "good" government. There are a lot of other questions and what is even more complicated is that the answers aren't simple YES or simple NO.
And just to complicate things more just because you call your type of government something doesn't mean that it is that something. In other words just because your friend says they are a fire fighter doesn't mean they are a fire fighter. They're a student, or a volunteer maybe.
China calls itself Communist still. Their political party is the Communist Party. In truth China's government acts far more like a dictatorial government and more or less has since the communists took power.
Oh and as for why the people of China havne't changed to democracy? They either haven't wanted to, or can't. If you aren't a democracy you can't just vote to change your government. If you are a democracy, in theory you can vote to change your government, but in reality it is very difficult to do.

Russia isn't exactly a free totally democratic society right now & China although still a communist country has many more freedoms than it use to & they are free market capitalists just like the US. And Stalin didn't have much say in the 1940s in how Communist China would be. That was 100% Mao the founder & leader of the communist party in China. See people who live in the US take Democracy for granted because it's been around for so long, but it is VERY hard to get a Democracy going & keep in running. It takes great leaders like Washington, Jefferson, Madison, Hamliton, John Adams, Ben Franklin, to make it work & those types of leaders don't come around very often.

A better question would be is it really communist. Right now, Russia is pretty athoitarian itself- elections there arn't really happy and free.
China is not communist either. They claim to be, but are accually quite capitalist. The market there is pretty private these days, it used to be much more public, but only in name. China is best defined as mixed market.
And communism if done right is a secure form of government. Russia didn't do it right, neither did China. both were too corrupt to start with for it to work.
The world is much more complicated the communism sucks and democracy is great- things are much more complicated. At a guess, who would you guess has a higher quality of healthcare: communist cuba or democratic USA? Communist cuba does.
the world is not black and white. It's shades of grey and color.

Russia is not really a democracy or even a very free republic. They are not quite as bad as when they were communist. China has made some reforms but the people in power don't want to give it up. Russia made the "mistake" of thinking they could give the people a taste of freedom. The people overthrew the government. When some of the people of China tried to gain voting rights, many were slaughtered in Tienamen Square. (SP)

Your have a short sight... China has been ruled by a single entity for all of his history which is about 5000 years... Do you think that they know better than us, why our system may not work for them... Democracy need wide spread education to work well, while China did teach most of his people to read and write Chinese, it doesn't mean that they are educated enough to support a democracy. China is believing in Confuciusianism, a doctrine that wish leaders to be fair in order to make a good and stable country, but they are stuck with this concept and cannot find a way to apply it...
Anyways, China know she must changed, but our system cannot work for China, their social and cultural values dont fit what it is needed to get that type of government...
By the way, China educate his people by their propaganda organ, and most of them, don't even know where is the space...(even University graduates)
