Like in the human body, the appendix is a vestigial structure. These structures are just there and don't affect (as in they don't cause a disadvantage ) an organism's ablility to survive in an environment and therefore doesn't been to be removed through eveolution.

Present but have no apparent function. Over millions of years, vestigial structures lose their purpose. Our ancestors, apparently, needed tails. _We_ don't, and a tailbone is all that's left.
