Unless it's stupid and hilarious (aka. "muffins".. "shoes".. " laguna biotch" etc.) NOBODY will care. There are way too many videos. I'm sorry!! Just make a really funny vid.

A good name can help. As well as a name that is honest. If you try and trick people by saying it's Sadaam's execution to get them to watch your video, and instead it's you and your puppy dog, people won't be impressed and even if it's amazing they probably won't reccomend it. That's my two cents.
That in mind there are many other ways. Like other people here have basically said; Promote it! That's a sure fire way to becoming popular. If people don't know about it, it's a needle in the biggest haystack you've ever seen.
Remember, the video doesn't promote itself.

What you can do, is broadcast it.
If you have a Myspace, get the Embed code for the video you want to be popular, and put it up as a bulliten, comment it to your friends, put it on your Myspace etc etc.
You can also tell your friends to watch it, and rate it with the stars.
Just let everyone know you HAVE a video, and ask them if they would rate it, and pass the video around.

If its funny or interesting, people will watch it. Otherwise you can submit your video to digg, reddit, delicious, and so on.
