The Central Intelligence Agency (CIA) is an intelligence agency of the United States government. Its primary function is obtaining and analyzing information about foreign governments, corporations, and persons, and reporting such information to the branches of the Government.
The Secret Intelligence Service (SIS), commonly known as MI6 is the United Kingdom's external intelligence agency. James Bond works for MI6. So he works for the "external intelligence agency" of UK.
Hence if he were American, he would work for "external intelligence agency" of USA which is CIA.
But Bond works for Division 00 (Licence to Kill) of MI6. In the 1996 film Mission: Impossible the IMF is actually a black ops division of the Central Intelligence Agency. So maybe James Bond would have worked for IMF in CIA. So he might have rubbed shoulders with Ethan Hunt.
Anyway, CIA would have paid his salary.
