There are some specific contexts in which there is a region called California. For instance, a Yahoo Search of "California Region" reveals a region of the National Indian Gaming Commission called "California", that includes part of Nevada as well as the State of California.
However, in general calling California a region would be misleading. Usually, the term region is used to identify areas of similarity that either cross, or do not contain the entirety of an administrative area, such as California.

It is a State, but it is comprised of regions. The wine country of Sonoma and Nappa, the Mojave Desert, the Serria Nevada Mts, etc, each constitute a different region.
