Its call the limits of Natural Law. We want to recognize our potential. Our life is filled with attempts to find the truth and glimpse our potential. You may think that we do know the answer but believe me if that was the case then we would have been in a Adam and Eave's world, The truth is lot of people are not tough right from wrong and even if its not that this world is full of confusion. And to get the right answer we need someone else decision. Sometimes yes we do know the answer but this is a way of building confidence in oneself. This beliefs are what could develop new change in a person.
People ask question to achieve grater confidence, new techniques and practical skills are essentials. Not everyone has gone through the same experience in life and this site is very interesting to understand about new experience and people from the world. I hope I have answered your question.

Well, I can really only speak from my own experiences, but my view on it is this:

We don't want to believe ourselves.

We may know the answer to our problem, we may know that we know it. But it's usually not an answer we like. So we ask other people for advice in the hopes that they will have a better solution, or will convince you that your solution is the right one.

Human nature is to need to be reassured constantly - this is an example of that.

Yeah, I defintely agree on that. I'd never ask questions that I see are asked here every day. The only one that can answer the question is the person who is asking it--or if they really want opinions they should talk to a family member or atleast a friend... not some stranger on the internet...
I think people probably know they are right and just want to hear it :P

Comparative Reasoning!

Its almost like a public opinion poll, to verify that you are in fact correct, and yes, to gain insight from others prospective.

For reassurance. To make sure what they are going to do is what most other people would do in their situation. Sometimes, by posting your problem, you may get answers you hadn't thought of. People may have different views of the same problem, therefore have different solutions.

It is actually possible to hear an idea from someone else that you didn't already think of. I'm not sure where you get your 99% statistic from, but my take on it is it can't hurt.
