I would say yes because assuming that you are of legal age,if you were buying a new bike from a dealer, they should care less if you even have a license, that is if you are paying cash. If you are financing the bike through a bank or somewhere like that, I'm sure that they would want to make sure that you had a valid license and that you were insured before you took it off the lot.Although once again if you have a valid operators license to use for identification perhaps the bank cares lee too. I guess it depends on the person .But the dealer should care less, they just want your business and money.

Actually, you don't even need a learner's permit. Vehicle dealers are not required to enforce state laws on driver licensing. As long as you've got the money, you can buy any motor vehicle you like and take it off the dealer's lot with no further problems...

if u mean after u just bought it, after the dealer verifies u have insurance on the scoot, there's the keys. i didnt have my endorsement until almost 4 months after i bought my bike. now if u are planning on takin a test ride, forget about it. shop insurance regs wont allow it, and u have to show proof u have the endorsment.

If the dealership gives you a problem, push it off the lot, then ride it home.
