I rewrote your equation
(3*x^2 - 18*x) / (-9*x^2)

step one: distribute
3*x^2 / (-9*x^2) + -18*x / (-9*x^2)

step two: simplify each component
-1/3 + 2/x

Alternatively, you could keep them as a single term

step one: find greatest common denominator of 3 and 18
gcd = 3

step two: find greatest common denominator of x and x^2
gcd = x

step three: divide numerator and denominator by 3*x
( (3*x^2 - 18*x) / (3*x) ) / ( (-9*x^2) / (3*x) )
(x - 6) / (-3*x)
(6 - x) / (3*x)

I'm not sure why you need it simplified, so I don't know which format is most useful to you.

Also, and this is important, solving mathematics problems is a skill that is best honed by repetitively solving and memorizing equations. It is only in the higher levels of math or its applications that a great deal of intelligence is needed. I added this last paragraph because I noticed that you have asked for help on more than one problem. I highly encourage you to use my solution as a template for solving more problems on your own.
Best of Luck!

(3x^2-18x)/9x^2
divide numerator and denominator by x (note that if x = 0, the expression is indeterminate) to get

(3x-18)/9x

now divide num and denom by 3 to get

(x-6)/3x

3x^2-18x/ -9x^2=
3x-18/-9x=
3x/9x-18^2/9x=
1/3-2/x=
(x-6)/(3x)

3x^2-18x/ -9x^2
3x(x-6)/-9x^2
3x is canceled out and -9x^2 becomes -3x

x-6/-3x

divide both the numerator and denominator by 3x

that gives
