Because it reverses every 6 hours approximately, so whether the energy is captured by flow through gates or by capturing the high tide and letting it fall when low, at some point for a couple of hours a day nothing can be generated. Also the time of day of the peak generation changes gradually every day.

You can only capture this energy when the tide is coming in or when it is going out. This only occurs for part of the day. Also when there is no tidal flow, which happens for a period at high tide and low tide, there would be no power generation. Power generation is a function of tidal flow, which is not constant. Therefore power generation by this method is not constant, it ebbs and flows with the tides.
