I'm not quite sure I understand the main point of your question. I don't think the welfare system should provide a means of comfortable support. Not having the money to pay the bills and eat is the motivation to go to work.
The welfare system should be managed similar to a program aimed at helping endangered wild animals. When helping wild animals, you want them to remain wild and not knowingly dependent on man for food.
Beside safety net food subsidies, the welfare system needs to provide a hand up for these people that is not an evident entitlement.
Once you start feeding a wild animal, they no longer depend on their own skills to get food anymore.

Instead of the rich and middle class working hard to try to understand the plight of the poor, I have a GREAT idea:
Let the poor people work hard to learn how the rich and middle class attain success.
(It's not like success is outside their reach...)
