I have been working on various ideas (some programming, some engineering) that I believe could have a positive impact on society. I would like to declare them into the 'public domain', so that no one person owns the idea; i.e., I don't want someone to get a paetent or copyright to prevent others from using the idea. How could I release information with these objectives?

Sharing ideas to the public is just exposing the work to the people for use since it is part of the public domain and it need no protection unlike when it is patented or copyrighted.
