Social question on Jeffersonian Democracy

As I understand Jeffersonian Democracy, he seems to have wanted an agrarian nation with "Yeoman Farmers" (non-slaveholding small landowning family farmers), who would have enough leisure time to be able to participate in all levels of the democratic system, and thus keep the central government in check. The national government is a dangerous necessity to be instituted for the common benefit, protection, and security of the people, nation or community; it should be watched closely and circumscribed in its powers.
