Blame? Why would you blame anyone for wearing or looking? What is there to blame?
If you have a problem with short skirts, don't wear them or look at them.

Girls look cute, and small boys play an innocent game, it is just as it should be. If anyone should be blamed, it must be those who care, and thereby make it an interesting taboo to play with.

I'd say both. It's a cycle, girls wear them, guys look at them, then some girls wear them more because guys look at them and then it becomes a fad.
