In a Democracy the laws should reflect the will of the people as a majority. Though I not sure it happen that way, but, I believe that how is supposed to work. Some times a law is outdated and need changed.
Take drinking and driving. Years ago, the laws were lax in this area. With time, the people helped to push for more stringent laws and fines.

Different political parties in power with different agendas. And different times have different reasons for the laws. People in a country my change their minds.
