I have to say Ricky Williams.
I mean look at what New Orleans gave up to move up in the draft to pick a guy that would never start a full season, if memory serves me right, and would less than a decade later be traded to Miami where he would only play one full season thus far.
Ricky Williams as a whole has been a bust in the NFL with his injuries and off-field problems. Butkus shouldn't have sold the farm for this guy, and I think he realized that when he was canned not too long after. What a moron, and moronic trade.
Basically... Ricky Williams is the worst.

I would definitely say that Ryan Leaf is the biggest bust of all time, let alone the worst first round pick ever. If I were to take a second I'd choose Marcus Nash, the least deserving man to ever receive two super bowl rings.

Ryan Leaf was the 1st pick in the 1999 NFL draft. He was taken before payton manning, and leaf was absolutly awful. He had the potential to be a good QB, but was rushed into being a starter. He didn't play very long he played for like 5 teams in 3 years.

Ryan Leaf. San Diego traded a nucleus of young players, many of who would later go on to have very good NFL careers, and draft picks for years to come, for the right to draft Ryan Leaf, who ended up being arguably the biggest bust in NFL history

Any of the 5 or 6 QBs taken before Dan Marino, with the exception of John Elway. My personal fav for worst of these is Todd Blackledge drafted by the Chiefs.

Actually to set the record straight, Ryan Leaf went 2nd in the 1998 Draft, Peyton Manning went first (source below). The thing was that all the scouts said that Ryan Leaf was going to be good and Manning would be a flop and the Colts took a lot of flak early that year for taking Manning ahead of him.
Ryan Leaf was the worst draft pick ever. San Diego traded a slew of good players and picks to move up and get him. Turns out that not only did he play horribly, but he had attitude problems, getting into screaming matches with the coaches on the sidelines. He ended up getting boo-ed out of the NFL and got both the head coach (Kevin Gilbride ) fired and put the GM (who was previously considered a Hall of Fame caliber GM) (Bobby Beathard) on the hot seat.
Leaf had poor relationships with the media and his teammates, whom he tended to blame for his poor play. In one locker room incident during Leaf's rookie year, he was caught on camera screaming at a reporter "Don't ******* talk to me all right! Knock it off!" and had to be physically restrained by teammate Junior Seau. Another on-camera incident involved Leaf confronting a heckling Chargers fan during a practice session. Two coaches had to restrain Leaf and escort him off the field. His relationship with then-Chargers safety Rodney Harrison was notoriously acrimonious, and Harrison described being a member of the Chargers during Leaf's rookie season as "a nightmare you can't even imagine". After hearing news of Leaf's retirement in 2002, Harrison was quoted as saying "He probably did the best thing; he took his money and ran."
To this day, the name "Ryan Leaf" puts anger in the hearts of San Diego Charger fans. Not only was he a bad player, but he actually hurt his teammates, his coaches, and the franchise with his bad attitude.

Has to be Ryan Leaf. He was picked number 1 while this other quarterback named Peyton Manning was picked number 2. Manning has been a consistent and dominant player at that position. Leaf was not.
