there are two drains for the civic. the one for the radiator is at the bottom of the radiator and can be seen through a cutout in the plastic underengine tray. It looks like a little spigot. take the radiator cap off before draining and put a container under the spigot before you open the drain by turning the petcock. that will drain the radiator.

if you want to get all of the coolant out of the engine, there is a separate engine block drain. that is a large blind bolt plug that is next to the oil filter. If you're just changing the coolant for maintenance, I wouldn't drain the engine because that plug has to be resealed if you take it out.

you will have to bleed the system after you refill the radiator. that means filling the radiator up then jacking the front of the car up so that the top of the radiator is higher than the top of the instrument panel. Then run the engine until the thermostat opens and add more coolant as necessary. (You need to get the front of the car higher than the heater core otherwise you'll have an airbound system that could cause overheating)

It should be located near the bottom of the radiator. If you cannot find one then just pull the lower radiator hose and let the antifreeze out.

The drain is on the bottom of the raditor.
