It depends on the place you will be living. Some dorms charge both board and room, some you can have a choice whether you want both and some just offer the room. Most uni's have a few dorms so check them out and see what you would prefer and what they offer.

Having said that I would recommend getting both. Having lived in dorms for the first year of uni, my dorm didn't offer meal-plans or anything, and had very basic kitchen and cooking facilities (ie; a stove, a few toasters and a few microwaves). Needless to say I ended up eating out most nights which cost a fortune!

When I was in school (granted, this was 13 years ago), if we lived on campus, we had to buy the $750 semester meal-plan. The only flexibility is how many meals we wanted to buy each week (I think it was up to 19) vs. how many "points" we could get....we could spend points at the various on campus snack places. Anyway, so I could totally see the answer being "yes", but it probably depends on which college you are talking about. For me the answer was "yes".
