Is it the steel around the inner part of a wheel or is it what is hiding behind the hubcap?

The rim is just the outer ring of the metal part. Think of a basketball RIM. The whole metal thing (with spokes) is called a wheel. It's made out of many things other than steel, such as aluminum and magnesium.

The tire is the rubber part.
