Most of the time, celebrities or old baseball players sing....occasionally the guys in the booth do it...but the song is sung at every game at Wrigley. In fact, if you're at a game that goes to the 14th inning you get to see them sing the song twice for the "double 7th ininng stretch".
I personally think they'd be better off bringing more baseball people in to sing, and fewer C-list celebs and other washed up garbage.

One time years ago I was in the left field bleachers at Wrigley before they had the protective basket out there and right after the 7th inning song the Wrigley announcer said that the White Sox had won their game at Baltimore. One guy stood up and clapped and was immediately thrown off the 12 foot fence and into left field. 38,000 fans roared their approval as he was escorted out.

I think Harry Carey sang it when he was alive. Definitely the funniest was Ozzy Osborne. You couldn't understand him and he didn't know all the words.
