No. The Hall of Fame confers eternal fame upon those worthy of the honor. It's not just a gallery of famous baseball people. Martin is famous, but his overall career really isn't close to Hall class.

No. He only won one world series as a manager, and while he has a high wining percentage and did some great things with teams that didn't deserve to do as well as they did, he was never really the dominant manager of his era the way Bobby Cox and Joe Torre have been.
