I live in the Caostal Bend of Texas in Corpus Christi. I have been told these are roseate spoonbills but my father is CONVINCED they were flamngos.....

Unless they're escaped exotics, it is much more likely that they were spoonbills. Was there any black on the underside of their wings? If not, they were definitely spoonbills. And yes, flamingos, can and DO fly, it's just that normally, in captive situations.... dangit, I can't remember the term for it, but a little bit of the end of their wing is lopped off when they're very young and they are unable to ever fly.
