EDIT: It sure is - I am 34 and have never seen it before - really strange

It's caused by diffraction of light due to tiny particles of water, ice or even dust.
The equation d*theta=lambda gives the radius of the ring in radians, where lambda =wavelength and d=particle spacing (of the order of the particle size).
Look closely, the ist order ring actually contains all the colours of the spectrum in reverse order (blue inner, red outer). If the particles are exceptionally uniform, you may see 2 or more 'halos'
Count the 'moon diameters' inside the halo. One moon diameter corresponds to about 0.01 radians. If you use lambda=0.0000005m, this will give you the particle size/spacing. I would guess that water particles being more uniform in shape and size than ice particles would give some sort of indication of weather conditions in the troposphere from the regularity of the halo. ie regular=warm, moist and irregular=colder conditions.

what you see is being caused by the dew, there is a lot of moisture around and the light from the moon is illumingating it causing a sort of "night rainbow". If you look attentively you will see the colors, somewhat faded, but there.

It is caused by ice crystals in the upper atmosphere refracting moonlight. Folk lore says it means rain is on the way, since cirrus clouds, which are high, thing clouds make of ice crystals, frequently precede storms.

I was playing with my Hula hoop the other day and some weird guy in a space suit stole it.I have no idea how to get it back though! Thanks for letting me know where it is I shall try and find a cheap flight with Branson to try and retreive it.

The presence of ice crystals in the upper atmosphere. This usually means that bad weather is on the way.

It's probably only visible where you live. It's either moisture or ice crystals in the atmosphere doing that.
