unfortunately we cant choose which body parts to lose the weight off - it just has to be overall weight loss.
find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
dont try to lose more than 1-2lbs a week - its not healthy to lose more.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried - no junk food.

Take it one step at a time and try to remember how good it felt when you lost the 20 pounds before.I lost 43 pounds within 5 months and this is how I did without ever really feeling starved.I changed my whole diet to a low fat healthy one.No fried or fast foods(if you go to McDonald or Burger King order a grilled chicken sandwich instead of a hamburger and add a salad instead of fries.I walk briskly daily (power walk 13-15 minutes a mile) after a couple of weeks of working my way up I started interval training you walk brisk for 5 minutes then you jog slowly for 2 and keep repeating those steps at least 5- 6 times daily.Interval training walking then jogging) raises your heart rate and each time that your body has to adjust to its new level that is when you will burn more calories it jump starts your metabolism.You also need to include lots of resistance/weight training.Get your self a pair of 5 pound dumbbells(at walmart $6 a piece) and start working out in your home as often as possible.do lots of crunches(sit ups) and a many push ups as possible for your chest arms and shoulders.Do lounges and squats for your legs and butt.You can do it.Get your self motivated... be optimistic always and remember you will feel and look so much better.Any questions please feel free to email me anytime.I'd be glad to help.Good luck and God Bless.

Erm, you could try canoeing or swimming is excellent. I need to loose lower body fat heh heh 'cos my legs and butt is gross! Yeah, so any movement of the arm for arms and then crunches are great for tummy fat. Erm, I dunno much about the chest- hope I've helped, sorry if my answers rubbish, please forgive me, I'm only 12 :(
