That depends on whether or not the "...." implies an ongoing number.
If it does, then the number is irrational.
If it ends, then it is rational.

Even if ongoing, it's not necessarily irrational since it may be a repeated sequence. Consider 1/3, 1/7, etc. But it would take a lot of work to search out the possibilities!
