Run an IP block query on a whois server and it'll tell you which ISP it belongs to, which will give you the country, usually.
If you want to narrow it down, do a traceroute to that IP, and check the rDNS names of each node the traffic goes through. The American ISPs are usually nice enough to name the nodes after geographic locations, but the European and Asian ISPs are often not that nice. With that, you may narrow it down to a city.
