Its not necessarily the lack of oxygen that will make them pass out, but the lack of blood flow to the brain. A rope (belt, tie, etc.) wrapped tightly around a person's neck will cut off the blood flow to the brain by choking the cartoid artery and jugular vein in the neck.

Depends. People who hold their breath and dive for 5 mins can do so because they still have enough oxygen in their blood to survive on. It just depends on whether this oxygenated blood can get past the noose into the brain.

If it can't, well, I have no idea how long the human brain can go without blood/oxygen for before it starts shutting down.

Also, if it CAN go for 40 seconds or more.. does that mean all the heads of beheaded people were conscious as they hit the floor/basket? And they were conscious for so long after? That's pretty scary, but more than possible.

please don't tell me you are talking about the choking game. My 13 year old brother's best friend died around christmas due to that. He hung himself with shoelaces and ribbons to choke himself to get high.
It depends on how tight you have something around you neck. But please don't try it. It's still hard knowing how stupid some kids are being by playing this game.
