It's when the foreskin is cut off.
It was more popular decades ago here in the USA, we remain the only advanced nation that does it. Some states have it as low as 14% nowadays, though, so it's on the decline.
New studies have confirmed that circumcision reduces sensitivity, pleasure, and increases masturbation difficulty in significant percentages.

Cleaning a foreskin shouldn't be an issue. You slide it back and rub the head. It takes less than five seconds and feels good. Women are more prone to infections down there than circumcised and uncircumcised men combined.

I'm a woman but I hope this helps:
Circumcision is the surgical removal of the foreskin on a male. It is most frequently done when the male is an infant - at least in North America. In Turkey, South Korea, Indonesia and the Philippines it is frequently done - to all males, during childhood, usually before adolescence. For some medical conditions like recurrent balanitis, persistent phimosis and in early cancer of the penis it is the best treatment to effect a cure.
The practice of male circumcision is strongly affected by cultural, religious and personal choices. About 25 to 30% of all males living in the world today in close to 200 different countries, are circumcised. A few ignorant, ethnocentric Americans like to argue that the U.S. is the only nation in the world that has such a high rate of circumcision - in excess of 75% of U.S. males living today have been circumcised at some point in their lives. In Israel, and close to 50 other nations where the Muslim faith is predominant, a higher percentage than 75% of males are circumcised.
I should be noted, however, China's, India's and much of South America's males (accounting for more than 1/2 of the males of the world) are NOT circumcised. With the threat of HIV/AIDs (passed primarly but heterosexual intercourse) in Africa, male circumcision is increasing in popularity at a phenomenal rate, beyond the capacity of many African nations to cope with it currently.
Put simply, you are right to enquire about what circumcision is and I encourage you to continue and research this important procedure - in 2006 alone, 4 major medical studies have been documented to note the benefits of male circumcision. I think you are about to witness this simple medical procedure increase in popularity in the U.S. again.
Best wishes in your important quest.

It is male genital mutilation and reduces sexual pleasure for men and for their female partners. It is rare in most parts of the world other than the USA, where it started in the Nineteenth Century as a way to discourage masturbation. The only medical reasons to do it (all rare) are gangrene, frostbite, and cancer of the foreskin.
It is NOT harmless. It cuts way down on sexual feeling even if successful, but the complication rate is high.

It is an operation to remove the foreskin covering the glans of the penis. You normally get it when you are a baby or have an infection on your foreskin.

It is performed in some religious communities as a ritual.
Otherwise it is performed to avoid infections underneath the foreskin.
It is harmless procedure.

Cutting off the foreskin is a good thing to do b/c as my science teacher said bacteria can stick to that part of the body causing infections.
