No, in most cases the federal law will be the measuring stick. Example I have used: the Federal Ag. Department demands that all nitrogen fertilizer bags be burnt, but not in a public incinerator and not a land fill either. And the State of New Jersey says no open firers period.
So I burn the bags on the farm, been in court twice and won each time the Federal law guide line over rules the STATE LAWS. To obey the Federal Law I must burn the bags on site.

According to the constition the individual states can expand upon any law that the federal gov't makes, but they can not make it any more strict. State laws are supposed to take precedent over federal law. Marijuana laws are the only ones that are void thanks to that idiot up in office, apparently he never read the constition

even though states should be aloud to govern their people the way they see fit, federal law always takes precedence shouldn't be that way but it is.
