are they present simply as a mechanism for the physician to test the integrity of the nervous system or is there some property of the muscle that might be being controlled?

reflexes are primarily responses to your nervous system which subtly tells your brain to protect your self without having to think. It is also a coordination of the muscular system and the nervous system working together. The physicians use their "tests" to make sure that you do have a response and that your nervous system is functioning correctly.

Automatic reflexes are inherited from our most ancient ancestors. Probably the first reflex of any living thing was to pull away from some original sense of pain. Anything primitive that could pull away from something that was ripping it to shreds would have been favored to live and reproduce over those entities that passively allowed themselves to be eaten.

Touch something really hot and you will quickly learn that reflexes are not only for physicians to test your nervous system, but to save you from being burned.
