Only Congress can declare war. The last time this happened was December 8, 1941, the day after the Japanese attack on Pearl Harbor. The President, as Commander in Chief of the Armed Forces, can mobilize troops without having war declared. This happened in Korea, Vietnam, the Persian Gulf "war" (under George H W Bush - our current President's father), Kosovo (Clinton), Afghanistan and Iraq II (under George W Bush - our current President).

On March 20, 2003 we declared war on Iraq, I was there. Three weeks later Bush declared the war was over and we won, about the same time I reached Baghdad. Now it is just a mess. I'm not sure what it is classified as now, possibly a police action like they classed Vietnam as. But yes war was declared on Iraq

the first iraq war was never declared over.
im not sure how that effects this war (oops sorry i meant to say occupation)
i only found this out when appling for my military benefits. if i had been in the pursain gulf the would have recieved war time benefits because the war never officialy ended. ( this was prior to 9-11 that i got out)

no which is the reason the soldiers do not get full benefits and also Vietnam was not called a war either , its was called a police action , why you ask ? so we didn't have to give the soldiers benefits

NO, but the war is over, I think it lasted about 3 weeks. we are in the cleanup stage now. Like what happened in Japan and Germany
