Always try to negotiate first, I don't think anyone would disagree with this. Of course, it depends on how serious the threat is. I think negotiating doesn't always work, reasonable offers can't be met, and then fighting is necessary. It looks like its getting this way with North Korea. The UN, the USA, and many other countries have tried negotiating with Korea for years now, but North Korea still choses to break treaties and build weapons. When it comes down to it, it may soon be either us or them to get bombed, and personally, I don't want it to be us.

I don't think that most hostile foreign leaders are open to negotiating. And if the UN or US imposes economic sanctions then some countries always are greedy and won't participate thus nullifying the sanctions.
A lot of hostile leaders view negotiating as weak and just play you along while they go on doing whatever.

Personally, I think we should tell the rest of the world to bugger off and take care of ourselves.
Many times, if you negotiate a deal with a hostile, after the negotiations are done they just do what they want anyway and forget about the deal.

You can only negotiate when each side has something to offer.
So it would be on a case by case basis.
Usually the US does negotiate, just not always one on one.
Cases where there are multiparty negotiations would be North Korea and Iran.
