I really like this idea. The chairs with the signs are really cute. I know a lot of people have been worried about you making your step sister angry by using an idea similar to hers, so to head off any ill feelings, why don't you run the idea by her first? Tell her you admire her style so much that you got this idea from her and would really like to use it. I personally get really into cutesey details, so I would probably really like to recieve something like that after attending a wedding. And honestly, I'm a bit of a sentimental pack rat so it would probably stay on my fridge for a really long time. If you're worried that your guests might find it redundant to recieve two magnets, maybe the thank you picture could be simply a photograph you include in your thank you cards or you could have thank you cards made from the picture. The front flap could be the picture or you could even do it postcard style since you're doing a beach wedding and send them from your honeymoon. Either way, my impression would probably be, "Wow, that's such a cute idea. How creative!" I would probably even call you up and see if you minded if I stole your idea!
