Sneak up behind people and touch their ear lobes. This won't cure the shocks, but it WILL make them a lot more fun.

The flooring is the most likely problem, I bet some plastic based type, smooth. There are paints / coatings that can help much cheaper the humidifiers. Avoid chairs with rollers definite static generators. This is easy to solve but to many possibilities to cover. Remember you are building up a charge, not the table or the desk. The charge only wants to equalise not necessarily go to ground. Good Luck!

You need to have a low(ish) electrical resistance to earth so the charge bleeds away more or less continuously this will prevent you from reaching a high enough potential to cause a shock when you touch an earth.
The soles of your shoes seem the most convenient path, and rubber soled shoes have been suggested already, but I think the rubber would be a good insulator and therefore make things worse.

You have a few options, One is to take some laundry static spray and give yourself a few spurts and spray you chair and the floor by your chair and desk or a dryer sheet and rub some on,
Another is to wear cotton clothes as opposed to polyester because cotton doesn't carry a current and of course you could use a grounding strap or pad.. like a wrist pad for the mouse or keyboard.

You could try going to a computer parts store and buy one of those grounding bracelets. If they prevent you from building up a static charge and shocking your computer, they should work for every day situations too.
They aren't very attractive though :/

In an office it's pretty hard to get them to install a humidifier. Try rubber soled shoes and, good luck

change your shoes. If you have shoes with rubber soles it's quite normal to get 'zapped' all the time. Use shoes with leather soles.........your problem will be a thing of the past
