It can be from a variety of things such as autism, hearing loss, etc... There is no one reason why.

It all depends on the situation. Are you asking a general question, or do you have a child with a delay in speech? In many cases a speech delay can be caused by hearing loss.
In my daughter's case (she's almost 5), she was born with a cleft lip/palate. But she is in speech therapy, obviously, and we're working on developing more of her sounds.

In my daughter's case, it was because she had alot of ear infections and had fluid that stayed in her ears all the time causing her to not hear well. She has since gotten tubes and had her adenoids removed and has started talking a great deal.

babies pick up words at different times unless your baby is 2 or so and not talking try not to compare him/her to another baby if the baby should be talking and isn't contact the pediatrician and they will know how and when to evaluate. good luck
