initially, i think underground. and more animals than humans, the smaller ones so as to be more manageable.
later on, i guess there would be enclosed farms under environmentally controlled conditions.

I don't think that anyone can ever say no for sure but it seems very unlikely. While the moon will most likely be used for scientific experiment and as a launching platform I don't think that everyday people will ever live there (unless we really muck up Earth). It would just be far too expensive and far too dangerous. I imagine that we'll be living under the sea before we set up on the moon.

We already have lived on the moon! For a few days at a time.
Did you mean to colonize it and live permanently? It can be done, but it'll be quite expensive with our present knowledge and technology.

We will probably have a base there soon.
Using a "mass- driver" to people rock, we can mine the moon;
there way be valuable things on it; and there is a great deal of scientific study to be done there; but lack of gravity will force us to extract oxygen from rocks, uses hydroponics and limited tours of duty to months to avoid loss of muscle mass
under low gravity.

Why would we want to? It's cold and not very pretty (the view would be great, but that might get old after a while)
I'd rather stay here with my creature comforts, like grass. And air :)

No. We may have bases there, like we do now at the south pole, but nobody will move there or raise a family there. It is just too hostile a place.

As a society, probably not. We will probably have bases like Antactica but not a bustling metropolis.
