If it's a stainless steel or aluminum pan, use steel wool. (Brillo, or SOS pads)

The very best product for burnt on food is Caustic Soda ( Sodium Hydroxide ) Put a couple of teaspoons of this into the pan & add enough water to cover the burn. Leave it to soak overnight. Next day, pour out the product, taking care not to get any on the bare skin. The application of a pan scourer will now remove the burned on food easily.

Fill the pan half way with water and a squirt of dish washing soap. Put the pan on the stove on medium heat, and let it
simmer for 20 minutes. Check to make sure it does not boil dry. Dump out contents, scrape off any loose potatoes.
Refill pan half way with water, add 1/2 cup vinegar and 2 Tablespoons of baking soda, and a splash of dish washing soap. Return to heat and simmer 20 minutes. Clean out any loose potatoes. By now you should only have some scorch marks in the pot. Put a can of stewed tomatoes into the pot and heat to simmering again. Simmer 5 to 10 minutes, discard tomatoes. Now wash the pot. Use Barkeeper's Friend to shine. ( It's like Comet.)

Try putting in the bottom of the pan a couple of dryer sheets, like bounce. Then add about 2 inches very hot water and let set over night. Next day take out the sheets and wash.

I would use a heavy concentration of Dishwasher detergent and very hot water. Let it soak until it easily peels off with a spatula. Really saves the elbow grease!
