the bolt holds my seat in place in my 88 acura legend

First look and be sure there not a nut on the other side. Also, some use a clip that the bolt screw into and it maybe lose and turning. If, it where you can not hold and screw the bolt too, you may clip a Vise-Grip Wrench on the nut/clip so it turn and hit against something to hold from turning. IF, the threads are messed up (Stripped) you may need to hold the bolt with pliers an pull hard up as you turn and it should come out with effort and slow forceful pulling and turning.

place a flat tip screwdriver at the base of the bolt head and pry slightly as you turn the bolt. This should help work it out.
