This really depends on the class of tulip you have planted. They are grouped early mid and late season. Tulips that usually bloom in March are considered early flowering, April or early May are considered mid-season while tulips that usually bloom in May are considered late flowering.
Of the early types Single Early Tulips are among the earliest tulips to bloom. Single late tulips bloom in May after all other varieties of tulips. Single lates include some of the most popular varieties.

It relies upon on the cultivar of tulip. some tulips will come back year after year, yet each and in step with annum they are going to be a splash smaller. Many cultivars are dealt with as annuals. the 1st year they improve eye-catching, yet after that they are leggy and the blooms are small and deformed. maximum botanic gardens and arboretums will plant them as annuals and pull them up as quickly as they end blooming. Edit: i'm in Illinois and it does get chilly sufficient for long sufficient to stratify tulips. They nevertheless do not rebloom like the 1st spring after planting.

I live in Tacoma, WA, and they are blooming now. I'm not sure how crazy your weather got, but that may be why you haven't seen them yet.
