Age depends on your state. To start a business, it doesn't take much of anything. You can be a Sole Proprietor and be good to go with just your social security. It's pretty simple with filing your taxes and all, you could even possibly have someone do it for $20. A lawn service can actually start to get really hip. Sure you can start off by cutting grass, but later on you can get more materials and start cutting hedges and eventually turn into a designer. Then you can earn big bucks in doing corporate landscapes and be the biggest thing in landscaping services.
Hope this all helps, I know you just asked for age but really it all depends on your state. Search online through www.google.com and type in your state and "business" (ex. Florida Business) and try to see if you can find a phone number. The government in your state loves to help small businesses and are always willing to help with any questions at all (usually you're never on hold for more than 5 minutes).
You can also do things under the table and not file anything, but I do not suggest it since it's not good business ethics.

Well to get an ID number, you have to be 18 everywhere I know of. But why bother? Just work and collect the money if you're under 18. Otherwise you're going to have to file sales tax and a ton of paperwork.
