Yes and the FBI knew about terrorists learning to fly in our Flight schools. The memo came out in Early 2001 when George was president. They had all the info and no one from clinton or bush was able to connect the dots.

And on July 10th 2001, Tenet and the Assistant CIA Director met with Condoleeza Rice about "heavy Al-Qaeda traffic" He Impressed upon her the seriousness of this. He stated it was "unlike anything he had seen in all of his years in the CIA" And beleived there was an "imminent Threat to the US". Condi, said that Bush didn't want her "swatting at flys" and dismissed it. Tenet later said he did everything short of holding a gun to Condi's head to make her take action and she did nothing. A simple FBI search of the Credit card accounts of the two hijackers on the watch list would have shown they had purchased 10 plane tickets for other Arabic named persons. So, who did nothing?
