Yes, all people, even newborns need a passport. The baby will need the same identification as you do to get a passport (a birth certificate is enough I think). When traveling outside the U.S. with an infant or small child, it is a good idea to keep a copy (just a copy) of the birth certificate and footprints with you in addition to a passport, A current picture (a good one of the head and shoulders), and a well-written description are good to have with you too.

does...and if you are driving to Canada, then no not until sometime in 2008, but to fly anywhere else, yes you will have to have one. The requirements are the same for an adult as far as I know, go to the post office to get the application, go get a picture, you can get passport photos anywhere, even Wal-Mart photo studio. The application will give you all the info you need, you need shot records, birth certificate and proof of social security number.
