Modesto has an airport of its own, symbol MOD (I think). You can get to it from SFO for another $50 or $60 and from LAX for another $80 or so. There are prop-jet commuter planes that fly out at 6 am, noon and 6 pm.
Sacramento is the best combination of size, distance and traffic. Sacramento has many more flights than Fresno and much less traffic than Oakland, SFO or San Jose.
Oakland is the closest as the crow flies, but traffic is terrible to Oakland, SFO and San Jose from about 6 am - 10 am and 3 pm - 7 pm on weekdays. It is heavy and slow, one notch below "terrible" on weekends. Sacramento's rush hour is more like 7 - 9 am and 4 - 6 pm.
If you are flying by yourself it works out to almost the same cost to add an extra leg to your trip as it does to fly into Sacramento and have someone drive up to meet you. Figure 180 miles (up and back) at 30 cents a mile is $54. If they have to park at th eairport for an hour or two or eat on the way, add that in too.
If there are two or more of you it is cheaper but slower and more frustrating to fly into Sac and have someone drive up.

Sacramento is cheaper than Oakland of SFO, and closer. It's not a bad drive.
