It depends if time is really " Frozen" or is it just the movements of people being stopped on Earth ( except for the user of the imaginary device).
If time were truely frozen even light would have to stop and all galatical movements as well as Earth movements. Gravity, Time, everything everywhere would have to be stopped at the exact moment - this is impossible because it even takes light time to travel through the vastness of space. Furthermore, nothing can travel faster than light so your device could not stop time at a speed faster than light, all time may not be stopped at the moment you press the button.
Also to stop time " everywhere" must also mean it will stop time not only during our time but also into the past and future. Therefore, the very people working on the discoveries that led to the creation of the components used in this device will also be stopped. Since they are stopped they did not create what was necessary and at the moment you press the button the device somehow vanishes into non-existance and you can never restart time is the end result. Even if it takes time for the wave to stretch into the past at some point your device will have not existed since the discoveries were prevented from happening and the device is required to restart time.

I'm afraid the ONLY thing that can really be done with a time freeze device would be a crime spree. What else could you do when freezing time?
You might be able to reduce the effects of an accident or two but that's really it.

Well, First of all I would get some "action" with a few girls I know, then steal lots of loot and store it somewhere deserted and bare. After that I would go into major government agencies (CIA, White House, etc) and look up info about many controversies. Next I would cheat off of test answers, then I would prob steal lots of passwords of people, after that I would go to landmarks and view the sights. Then maybe read some books, steal gift cards, play some video games, catch up on YouTube. I would also decimate Al Qaida numbers, burn illegal drug farms, get diplomacies for me, screw with what colleges and jobs will see me when being hired, sign me in as CEO of a somewhat large company, and get people I don't like to die by hanging. Also to maybe go into places to confirm superstition, and also learn a lot of things, scripting, coding, etc.

I would destroy all the guns and ammunition in the world.
If somehow I could destroy all the explosives used for terrorist attacks, I would do that too, but we're getting into a grey area here - there are explosives used in mining and construction, too.

i'd take a long nap and when i wake up, i'd take another nap. after i get bored with that i'd freeze time at around 10am and sit under a tree with a cold beer.
