Is there any way without using java script to create a tab menu made up of images?

Ok... i mean is there anyway to create a menu which has a number of tabs across the top. when you click the tabs the image beneath changes and then you can use the image as a link.

if you go to this site there is a version with 3 images that used java script... but does anyone know how you could do it without using java

If I interpret your question correctly, you are talking about the images representing the tabs themselves? If that is the case, then you simply stylize the tabs, using CSS, and setting up the tabs as images using
a { background-image: url("whatever.gif"); ... }
and
a:hover {
and
a:active?

Flash would give you the same effect, basically you create a flash image with three scenes and the clickable links take you from scene to scene.

This would be easier as the flash embeds in the page like an image, so you just upload the new flash with the same name when you want to change rather than having to changing the Java code.

Without javascript or flash there really is no way to do that. You can just do a table and make rollover images in the table cells. That is pretty simple and only uses a tiny bit of javascript.
