sounds like spittlebugs they are a small insect that look like leaf hoppers but slightly different. their young nymphs cover themselves with the bubbly wet spittle giving them protection and their name. they are in the family cercopidae and suck plant juices they are not harmful to the plants unless there is a huge infestation and the spittle is not harmful to people. Washing the stuff off doesn't do a whole lot since the nymphs can just clime back up and coat themselves again. If you do it enouph they might get the hint to leave or you can just wait and the nymphs will grow up or you can squish the nymphs by hand. I personally don't see any reason to treat the plants with chemicals since there usually isn't enouph damage to hurt the plants by the bug.

as the first person said, it is the product of an insect. I do not believe it is harmful to you, but I am unaware if the insect is damaging to your lawn. Unless you can't walk through your grass without looking like you just waded through a soap factory malfunction, I wouldn't worry about it.

Besides, the bug probably doesn't appreciate you destroying his nest.

Fertilize and grow them out of any damage after control.
