If it's a power STRIP... just unplug the computer's power cables from the strip > unplug power strip from the wall > insert new power strip into wall outlet > reconnect PC and monitor power
If it's the power SUPPLY you're talking about (which I'm guessing it is)...
1) Obtain a new power supply for your model computer
2) Unplug the power connector from the back of the PC (the black cable that plugs into the electrical outlet)
3) Open the PC (depending on your case, it may have a specific opening method... check dell's online documentation if you're not sure).
4) Study where all the wires are going from the power supply into the motherboard and drives (write the configuration down if you have to)
5) Remove the 3 or 4 screws from the back of the PC case that are holding the power supply in
6) Remove all red/yellow/black power connectors from board and drives
7) Pull power supply out
8) Reverse the process above to put the new power supply in
Should take about 10-15 minutes since you've never done this before.

What is a power strip. I need more information. Are you talking about power supply or cord or mainboard connector?
Main board connector is a tricky one especially if you get into soldering in power supply. This I have done but for the time it takes I wouldn't bother with it.
If you simply need to replace the plastic strip then that is easy. Take a small tip screwdriver & ply back on each slot & simply remove wire. Make sure you diagram wiring pattern or take digital picture. Putting wires back in new strip in wrong spot risks damaging board. There are 12v, -12v, 5v,-5v ground & signal wires.

You mean the power supply? It's not very hard, you just have to make sure the power supply you're using to replace the old one is powerful enough for your motherboard (check the old one to see what wattage it is).
