Whatdo you mean by this? What kind of launch pad are you talking about?

NASA routinely launches space probes and satellites from its Kennedy Space Center (Cape Canaveral, Florida). It is not a jokeor a setup, anybody can go in the area and see the launches (from the Cocoa Beach area), or, with registration, from the launch area itself. I've been there myself and saw a few space shuttle launches

Yes I believe it is possible for NASA to build a launch pad in space which we would in turn use for deeper space exploration but the cost of such a project would be great and right now there is not enough public support for NASA to even begin to rally government assistance need to get a project of that magnitude done

Nasa is already modifying a launch pad complex for the Aries/Constellation launches.

NASA already has a launchpad. They've been using it for over forty years.
